The European Commission has established the Platform for Tax Good Governance

In a decision of 23 April 2013, C (2013) 2236, the European Commission has established the Platform for Tax Good Governance, Aggressive Tax Planning and Double Taxation («Platform»).

The Platform brings together expert representatives from the 28 member States, 15 organisations, among which are members of the business community, tax professional and civil society organisations, in a way that enables a structured dialogue and exchange of expertise which can feed into a more coordinated and effective EU approach against tax evasion and avoidance.

Stella Raventós-Calvo, partner of Tax at ECIJA, has participated in the first meeting of the Platform foundation as vice-representative of the Confédération Fiscale Europeénne(CFE), organisation where she is a member and currently presides a work group, comprised of some of the most renowned specialists from each country, dedicated to the study of the case-law in the direct tax field of the EU Court of Justice.

The Platform also will assist the Commission in preparing its report on the application of its Recommendations regarding measures intended to encourage third countries to apply minimum standards of good governance in tax matters and on aggressive tax planning. It should also facilitate dialogue and exchange of expertise in these areas, which can feed into a more coordinated and effective EU approach against tax evasion and avoidance.

The Platform is chaired by the Director-General of DG Taxations and Customs Union, Mr. Heinz Zourek, and the following organisations have been appointed as members of the Platform:

  2. Federation of European Accountants
  3. Businesseurope
  4. Confédération Fiscal Européenne (CFE)
  5. American Chamber of Commerce (AmCham)
  6. Nederlandse Orde van Belastingadviseurs (NOB)
  7. Mouvement des entreprises de France (MEDEF)
  8. Bund Deutscher Unternehmen (BDI)
  9. Association of Chartered Certified Accountants (ACCA)
  10. European Association of Tax Law Professors (EALTP)
  11. Tax Justice Network
  12. European Federation of Public Service Unions (EPSU)
  13. Oxfam International
  14. Christian Aid
  15. Coopération Internationale pour le Développement et la Solidarité (CIDSE)

The first meeting of the Platform has been in 10 June 2013, and the next one is expected to take place in autumn this year.
