

Elena is a partner in the Public and Regulatory Law department at ECIJA’s Barcelona office.
With over 30 years of experience in public contracting, urban planning, environmental law, and advising public administrations and regulated companies, leading the Public Law and procurement advisory team, specializing in regulatory compliance and adaptation in strategic sectors. She has developed her career in leading law firms and public institutions such as the l’Agència de Gestió d’Ajuts Universitaris i de Recerca (AGAUR), where she combined Public and Commercial Law, specializing in environment, technological and biotechnological innovation.
She holds a law degree from the University of Barcelona and with continuous training in Corporate and Administrative Law, she has recently delved into the intersection of law and artificial intelligence, applying this knowledge to regulatory advice in innovative sectors.
She has been a lecturer in the Master’s in Administrative Law at the ICAB, teaching courses on administrative resources and procedures, a lecturer in the Master’s in Corporate Finance at ESADE, and has taught Environmental Law at CEU San Pablo.
Elena speaks Spanish, English, and Dutch.
