Edgardo Mercado has over 45 years of experience as a lawyer, arbitrator, consultant, and academic, with recognized expertise in investments, natural resources, critical systems, and large infrastructure projects. He has led the structuring and execution of high-impact initiatives in sectors such as transportation, communications, health, housing, and sanitation, both in the public and private sectors.
In addition to his professional activity, Edgardo has been a university professor for over three decades, a postgraduate program coordinator, and director of the Cyberclinic project at the Pontifical Catholic University of Peru (PUCP), part of the international consortium led by MIT and the University of California, Berkeley. His academic background includes studies at PUCP, the Monterrey Institute of Technology, INDES-IDB, the Center for Hemispheric Defense Studies (CHDS), and the Center for Advanced Military Studies (CAEN).
Before joining ECIJA, he was the founder of Benites, Mercado & Ugaz, a law firm that under his leadership became one of the top legal firms in the country. He currently serves as a member of the Superior Arbitration Council of RESOLUTIO SNCI of the National Society of Construction and Infrastructure.
