Commencement of Review Procedure for Countervailing Duties on Imports of I and H Type Steel Beams from Spain

On February 24, 2023, the final resolution imposing definitive countervailing duties on imports of I and H type steel beams from Germany, Spain, and the United Kingdom was published, and this resolution came into effect the day after its publication.

On February 29, 2024, ArcelorMittal Olaberría-Bergara (AMOB) and AMCS requested the review of the countervailing duties.
Product Under Review
- Description: I and H type steel beams.
- Characteristics: I beams have a longer web than the flanges; H beams have webs and flanges of similar size.
- Tariff Treatment: Temporary 25% tariff.
- Production Process: Reheating, rolling, cooling, cutting, and storage.
- Standards: ASTM and NMX.
- Uses: Construction and extractive industry.

ArcelorMittal, Gerdau Corsa, Deacero, Ferre Barniedo, Recal Aceros, Delegation of the European Union, and the Embassy of Spain in Mexico.

Governed by the Antidumping Agreement, the Foreign Trade Law (LCE), the Regulations of the Foreign Trade Law (RLCE), and other supplementary laws.
Price Discrimination Analysis
AMOB and AMCS presented evidence to justify the review. The Undersecretary of Foreign Trade will analyze whether it is appropriate to modify or revoke the measure.
Resolution
The review procedure for the countervailing duty on imports of I and H type steel beams originating from Spain is initiated. Interested parties have 23 working days to present their legal interest and respond to the official forms.
Information can be submitted electronically or physically to the Ministry of Economy. These modifications represent a significant effort to ensure greater clarity during the import procedure.
